行政改革困境的一个视角:制度短缺

改革开放以来 ,中国行政改革在理论和实践上取得了重要成果 ,但同时 ,随着改革的深入 ,也暴露出一些深层次的问题 ,行政改革陷入困境之中。行政体制转型中出现的制度短缺现象是理解这一问题的一个视角 ,制度本身的独特性质、制度供给意愿和能力的不足使行政改革的成本过高、步伐过小 ,行政改革的实际效果与其意愿供给之间也存在着较大的偏差。只有依靠全面的制度创新 ,才能摆脱行政改革的困境

Dilemma in the Administrative Reform:a View on the Institutional Shortage

Since our country's reform and open-door policy, China Administration reform has achieved Significant accomplishment both in theories and practices. Meanwhile, to deepen the reform, there emerges some profound problems, the administration reform has fallen into a dilemma .The institutiond shortage phenomenon that originates from transfer of administrative institutions is a vision to understand such a problem that the unique feature of system itself,the shortages of institutional supply willing and its capacity has made the cost of administration reform too high ,the steps too slow. There also exists a sharp deviation between actual results of administration reform and its expected supply. Only by way of all-round system innovation can we find a way out to get rid of the dilemma of administration reform.
