农村土地产权制度与土地资源节约集约利用

根据我国学者对农村土地制度的研究和产权经济、制度经济的探索，我国农村土地应实行私有化，赋予农民完整的土地产权，以打破“三农”问题的僵化局面，使农民以独立自主的市场主体地位进入土地产权交易市场直接参与市场交易活动，寻求实现土地经济价值最大化的有效途径，实现土地的潜在的巨大收益，以实现土地资源的节约、集约利用。
