论矿产资源、资产、资本一体化管理新机制

随着国际矿业市场的发展,矿业国际垄断资本急剧壮大,一方面扭曲了国际矿产品价格决定机制,导致矿产品价格高居不下;另一方面国际矿业资本逐步进入我国的矿业开发利用进程中,给我国矿业发展带来挑战.同时,国内的矿产资源管理面临着矿政管理视野偏窄、矿业经济转型迟缓、资源产权建设薄弱、矿业资本市场缺位等方面的问题.为有效应对国际矿业市场的新变化和破解国内矿政管理的难题,应构建矿产资源、资产、资本一体化管理新机制,成立国家自然资源委员会,建立以产权管理为核心、以储量管理为基础的矿产资源、资产、资本一体化管理的制度框架,从而提升矿业市场竞争力,促进矿业可持续发展.
