| 摘 要： | 群众工作是社会管理基础性经常性根本性工作。从党的建设的角度出发，社会管理离不开做好党的群众工作。为了做好新形势下党的群众工作，论文全面系统的分析了党群关系的基本理论、历史上形成的群众工作宝贵经验，新形势的特点和对党的群众工作的挑战，以及应对新形势做好群众工作应该坚持的基本原则。
