地质勘查资质管理体制的历史沿革和未来选择

地质勘查资质管理是国土资源管理部门履行地质勘查行业管理职能的重要组成部分。对内资地质勘查资质管理经历了完全计划经济阶段、多头管理阶段和资质统一归口管理阶段；对外资地质勘查资质管理经历了外商无地质勘查资质阶段、鼓励外商办理地质勘查资质阶段和外商地质勘查资质规范化管理阶段。未来的地质勘查资质管理将不再区分内资和外资，而对于资质审批目前存在两种选择，一种是地方管理，另一种是行业协会管理。无论采取哪种管理方式，都需要以法律形式进行规制。

Introduction of the History and Choice of the Future with regard to Geological Prospecting Qualiifcation Management System

This paper ifrst introduces the historical evolution of geological prospecting qualiifcation administration. For domestic enterprises, it has experienced complete planned economy stage, multiple management stage, and the centralized management of qualiifcation. While for foreign enterprises, it has gone through the stage at which the foreign enterprise has no geological prospecting qualiifcation, the stage of encouraging foreign enterprise to apply for geological prospecting qualiifcation, and the stage of standardized management of geological prospecting qualiifcation of foreign enterprises. And then this paper points out that the future geological prospecting qualiifcation management will no longer distinguish between foreign and domestic enterprises. There are two kinds of choices for the examination and approval of qualiifcations：local management and business association. Either way, we have to regulate according to the law.
