| 摘 要： | 从政府雇员制的内涵界定入手,着重分析了我国在建构政府雇员制过程中的意义及障碍性因素,并指出政府雇员制虽然是对现有公务员制度的有益补充,具有积极的意义,但由于诸多局限,人们期待中的"鲶鱼效应"却难以充分实现。
