新疆工业园建设需要注意的几个问题

新疆当前众多工业园在承接东中部产业时,有不设门槛的倾向;对引进农产品加工企业的积极性不高,缺乏以工业园带动区域农牧业现代化建设的思路;园区经济促进区域城镇化的作用被放大,而园区建设则缺少强有力的城镇平台支撑;对高端服务业重视不够,将园区服务业局限在仓储物流业。本文认为,园区在引进和承接东中部企业尤其是高载能企业时必须设置绿色门槛;区域综合性工业园中的农产品加工业必须从农牧业可持续发展的长远层面得到强化;园区同城镇建设应当相互协调,当前更要加快本已滞后的城镇化进程;当地政府应积极建设园区外软件园,抓住机遇升级新疆生产性服务业。

Several Problems Needed to Be Resolved in the Process of Constructing Xinjiang Industrial Parks

At present,when Xinjiang industrial parks receive and carry on industrials from eastern and central provinces,they have tendency to accept enterprises without qualification,and they are lack of enthusiasm to draw into the agricultural products processing enterprises,and they can not be braced strongly by the town services,and last,their service industrials include only warehousing logistics.To resolve troubles above,green thresholds must be set up dynamically for transporting enterprises,and agricultural products processing industrial should be strengthened in aim of developing sustainable agricultural-animal husbandry industrials,and the process of urbanization needs to be speed up,and the high-end producer service industrials such as BPO should be developed in software park outside industrial parks.
