五中全会视野下的东北老工业基地振兴

党的十六届五中全会确定了以科学发展观为指导思想,新的发展理念、新的发展路径为东北老工业基地的振兴提供了新的机遇、新的动力.因此,有必要在十六届五中全会的视野下,重新审视以往振兴与发展的思路和对策,要求东北老工业基地的振兴要体现以人为本,改善东北地区经济社会发展环境并以产权为核心深化国有企业改革.总之,要加大改革开放的力度,在“十一五“期间实现东北老工业基地的全面振兴.

Promotion of the Northeast Old Industrial Base In the View of The Fifth Plenary Session

The Fifth Plenary Session of the Sixteenth Central Committee of CPC determined the guiding ideology is Scientific Development.The new developing theory and route presents new opportunities and motivation for the promotion of the Northeast Old Industrial Base. Therefore, it is necessary to re-examine the former thoughts and countermeasures of promoting the Northeast Old Industrial Base in the view of The Fifth Plenary Session of the Sixteenth Central Committee of CPC.It demands that the promotion of the Northeast Old Industrial Base should reflect the idea of human resource,improve the developing environment of economics and society in the northeast,and take the property right as the core to deepen the reform of the state-owned enterprises. In short, we should strengthen the reform and opening to totally promote the Northeast Old Industrial Base during the practice of "The Eleventh Five-year Planning".
