资源型城市全面小康社会指标体系研究

本文认为,资源型城市全面小康社会指标体系的确立应以全面小康社会建设目标为基础,坚持以人为本、全面精简、衔接性以及量化、可行性、“产出”重于“投入”、先进性、突出地域特点等原则。文章选取经济、社会结构、科教、生活质量、社会保障、资源环保等六个子系统共30个评价指标,以中等收入国家水平为依据确定全面小康目标值,并利用层次分析法确定各指标相应权重,最终建立了完整的资源型城市全面小康社会指标体系。参照该指标体系,将某个确定的资源型城市的各项指标实际数值除以全面小康标准参照值,再乘以各自对应权重后加总即可得到该资源型城市全面建设小康社会的实现程度;按各子系统所占权重也可得到各子系统的实现程度,以发现在全面建设小康社会中存在的长处和不足,以便改进。

A Research into the Well-off Society Index System for Resource Cities

The authors point out that the index system of well-off society in res ource cities should be established on the basis of the targets of building a wel l-off society in an all-round way.The authors set the target indices value by s electing such six sub-system as economy,social structure,science and education,social security and resources and environment protection and taking the standa rd of media income countries as the basis,give each index different weight,and finally establish the whole index system of well-off society in resource cities.With the help of this index system,we can find out the strong and weak points in building a well-off society in an all-round way.
