贵阳城市基层管理体制改革刍议

创新城市基层管理，解决街道办事处“错位”、居委会“越位”、政府公共管理“缺位”问题，成为摆在当前地方基层政府面前的一个重要议题。通过对国内外城市社区治理经验理论的梳理，着眼于贵阳城市基层管理体制改革的“贵阳模式”进行研究，认为“贵阳模式”对构建城市基层新型管理体制和运作机制，提高社会管理科学化水平，探索一条转型期的基层政府管理体制改革道路，提出了一种可行的路径。

On Reforming of City Basic-level Management System of Guiyang

The innovation of basic-level management of the city,to solve the dislocation of Street offices,offside of neighborhood committees, absence of the government public management problems, has become an important issue placed in front of the current local government.Through to the domestic and foreign city community governance experience theory, this article focus on the reforming of city basic-level management system of Guiyang named＂Guiyang mode＂.This article argue that＂Gniyang mode＇put forward a feasible path to build a new management system and operation mechanism, to improve the scientific level of the social management, and to explore a reform mode of local government management system in transition period.
