France insists that the state guides the development of national science and technology. She always adopts the management mode to realize the national goal, and aims at the world＇s cutting-edge technology for adjusting in time its national strategy of science and technology development in order to cope with various challenges. In the face of the stagnate economy and the decline of scientific research level, the French government continue to deepen the reform of the administration systems of science and technology in recent years. The focus of this paper is on the executive policies of scientific and technical innovation, the incentive measures to reduce the burden on enterprises,the initiatives of commercialization of research findings in the past few years in France.
