| 摘 要： | 本文针对涉外渔事纠纷,分析了发生纠纷的主要原因,并提出增设涉外渔业管理机构,延伸涉外渔业管理;强化培训,提高涉外人员素质;严格要求各远洋渔业单位强化涉外渔业管理和职工队伍建设;各远洋渔业单位要慎重选择合作伙伴,建立稳定的国际渔业合作关系,制定涉外渔事应急预案,建立适应复杂多变经营环境的应急处理机制等对策与建议.
