| 摘 要： | 小农经济和计划经济时期的信用是“积极信用”,市场经济时期的信用是“消极信用”,是市场经济促成了这一转变。实现从“消极信用”到“积极信用”的回归 ,政府和法制的作用是有限的 ,最终要从市场经济本身寻找答案
