社会主义新农村建设与转移支付制度变革

我国的转移支付制度主要是为了支援“三农”和支持农村税费改革。要搞好社会主义新农村的建设,必须建立城乡一体化的公共产品供给体系,从根本上改变非均衡的城乡公共产品供给制度,调整各级政府的转移支付方式,加大对农业和农村的支持力度,向城市和农村提供均衡的公共产品。

New Rural Construction of Socialism & Reform of Transfer Payments System

The transfer payment system of China is mainly to support the reform of rural tax. In order to construct new rural areas of socialism, our government must establish the supply system of public products based on the whole unity of urban and rural areas, basically change unbalanced supply system of public products between urban and rural areas, adjust the transfer payment methods of all levels of government, enhance the support strength to agriculture and rural areas, and provide urban and rural areas with balanced public products.
