电子政府建设的国内外进展

电子政府即借助计算机网络实现政府服务功能和管理功能的公众化政府网络系统。上世纪末,国际上不少国家即开始建设“电子政府”美国、日本、新加坡,加拿大,英国等加快了建立电子政府的步伐,英国已处在领先位置,我国上世纪末也开始了建设电子政府的实践,采取的是“三步走”方针,中关村科技园区海淀园已走到全国前列,该“政府”具有开放性,交互式,一网式,一表制等四个特点,建设电子政府的进展也提出了新的问题,如政府角色定位,转换及其行为方式问题,网络信息安全问题,电子政府的有效性问题,还需要研究一些新的问题。

The Domestic and Global Development of E-government's Construction

E-govemment is ike public government network system, which achieves the government' s service and administration function with the assistance of computer network. At the end of last century, many countries began the construction of their e-government; USA, Japan, Singapore, Canada and UK expedited their process of the e-government construction, while UK is in the leading position.At the same time, China began the practice of e-govemment construction, which followed the policy of " three steps" .In Ms field, the Zhongguancun Haidian S&T Park with the characteristics of open, interactive, one-network and one-table is in the leading position of the whole country.With the construction progress of the e-govemment, we find some new problems such as the government role's orientation, change and the mode of government behavior, the information security of the metwork system, the effectivity of the e-govemment and so on.
