我国参与制定全球数字贸易规则的形势与对策

随着数字经济的快速发展,全球数字贸易发展日新月异,在全球贸易中的比重快速提升。在新型技术不断涌现的情况下,数字贸易的内容还在不断拓展、模式不断创新,引发了国际贸易的深刻变革。与此同时,全球贸易治理体系正在重构,多边贸易体制面临重大改革。在这一背景下,世界主要经济体都高度关注数字贸易议题,围绕全球数字贸易规则展开了激烈的竞争和博弈,以求把握数字贸易的发展方向,掌握未来全球贸易发展的主动权。随着数字贸易的不断发展壮大,中国也已成为全球数字贸易规则的重要利益攸关者。在参与制定全球数字贸易规则的过程中,既有国内产业基础雄厚、国际多双边合作进展顺利等有利条件,也面临来自美国、欧盟等数字贸易强国的挑战。本文认为,中国应从夯实国内制度环境、提出自己的数字贸易规则体系及争取规则制定主动权等三个方面,积极参与制定全球数字贸易规则。

The Situation and Countermeasures for China to Participate in Formulating the Global Digital Trade Rules

With the rapid development of the digital economy, the global digital trade is changing day by day, and month by month, and its proportion in the global trade increases rapidly. With the new technologies boom ing, the content of digital trade is still expanding and the mode is innovating, which leads to profound changes in international trade. At the same time, the global trade governance system is being restructured and the multilateral trading system is facing significant reforms. In this context, the world’s major economies have paid great attention to the digital trade, launched fierce competition and game around the global rules of digital trade, in order to guide the development of digital trade and get the priority of it. With the development of its digital trade, China has become an important stakeholder in the global digital trade rules. When participating in the formulation of global digital trade rules, China has not only favorable conditions such as strong domestic industrial foundation and good relations of international bilateral and multilateral cooperation, but also challenges from the digital trade powers such as the U- nited States and the European Union. This paper argues that China should actively participate in the formulation of global digital trade rules from three points : consolidating the domestic institutional environment of the digital trade, putting forward its own digital trade rules system, and striving for the initiative of rule-making.
