陕西自贸试验区建设经验和思考

陕西自贸试验区是中央批准设立的第三批自贸试验区。成立之初,中央就赋予了陕西自贸试验区发挥对西部大开发带动作用,努力探索"一带一路"经济合作和人文交流新模式的重要任务。挂牌一年多,陕西自贸试验区在激发市场活力、商事制度改革、金融创新、人文交流等方面取得了显著进步,也培育了一些创新案例。下一步,陕西自贸试验区应更加积极融入"一带一路"倡议,进一步放开市场准入,着力降低企业制度性交易成本,重点推动杨凌农业国际合作创新,走出一条具有陕西特色的发展之路。

Experience and Thoughts on the Construction of China (Shaanxi) Pilot Free Trade Zone

China ( Shaanxi) Pilot Free Trade Zone is one of the third batches of Chinese pilot free trade zones authorized by the central government. At the beginning of its establishment, the central government entrusted the Shaanxi Pilot Free Trade Zone to play a leading role in the development of the western region and strive to explore the important task of the new pattern of the Belt and Road economic cooperation and cultural exchanges. Over the past year, Shaanxi Pilot Free Trade Zone has made remarkable progress in stimulating market vitality, reforming commercial system, financial innovation, and cultural exchanges, and has also fostered some innovative cases. Next, the Shaanxi Pilot Free Trade Zone should be more actively integrated into the Belt and Road Initiative,further liberalize market access, reduce the institutional transaction costs of enterprises, focus on promoting the innovation of agricultural international cooperation in Yangling Area, and establish a road of development with Shaanxi characteristics.
