| 摘 要： | 加快实施自由贸易区战略是我国新一轮对外开放的重要内容贸易自由化进程中既有赢家,亦有输家。2015年12月6日发布的《国务院关于加快实施自由贸易区战略的若干意见》明确提出要“研究建立贸易调整援助机制”,“对因关稅减让而受到冲击的产业、企业和个人提供援助,提升其竞争力,促进产业调整”。2017年7月15日上海自贸试验区印发了《中国(上海)自由贸易试验区贸易调整援助试点办法》,在国内自贸试验区中率先引入贸易调整援助制度。文章比较了实施最早的美国贸易调整援助项目、区域一体化进程中施行的欧洲全球化调整基金项目和执行效果欠理想的韩国贸易调整援助政策,分析了上海试点情况,继而提出了构建中国特色的贸易调整援助机制的基本思路。

| Abstract: | Accelerating the implementation of the strategy of free trade area is an essential part of China's new round of opening-up.With trade liberalization,there are both winners and losers.On 6 December 2015,the State Council issued Some Opinions on Accelerating the Implementation of the Strategy of Free Trade Area,calling for researches on the establishment of trade assistance system in China,to provide assistance to industries,enterprises and individuals negatively impacted by tariff reduction,so as to improve their competiveness,to enhance industrial adjustment.On 15 July 2017,Shanghai Free Trade Pilot Zone issued Pilot Measures for Trade Adjustment Assistance in China(Shanghai)Free Trade Pilot Zone,initiating TAA in China.After comparing TAA in the US,EGF in the EU,TAA in South Korea,with pilot in Shanghai,this paper puts forward the institutionalization measures for TAA in China,taking into consideration of national as well as regional discrepancies. |
