美欧日对WTO改革的核心诉求与中国的对策

WTO是多边贸易体制的核心,WTO改革将对全球贸易和我国发展的内外环境产生重要影响。美欧日所提方案可能会成为此次WTO改革的重要参考依据,其中大量内容与中国相关,必须引起我们的高度重视。美欧日的核心诉求可以分为三类:第一类是认为现有的WTO规则内容没有得到很好遵守,或者相关规定不合理,削弱了美欧日企业的竞争力,要求加以改革;第二类是改革WTO运行体制机制的诉求;第三类是针对数字经济和服务贸易等快速增长的国际贸易新形态新模式,要求加快制定新规则。我国应充分认识此次WTO改革的紧迫性和重要性,积极参与改革,坚持WTO宗旨和基本精神,优先解决危及WTO生存的关键问题,兼顾平衡各方诉求,利用多种渠道、多种平台推进WTO改革。

The Core Demands of US,EU and Japan for WTO Reform and China's Countermeasures

WTO is the core of multilateral trade system. WTO reform will have an important impact on Global trade and the internal &external environment of China's development. The proposals put forward by US, EU and Japan may serve as an important reference for the WTO reform. A large number of these proposals are related to China, and we must attach great importance to them. The core demands of the US, EU and Japan can be divided into three categories: the first is to reform the existing WTO rules that have not been well complied with, or the relevant provisions are unreasonable, which weakens the competitiveness of US, EU and Japanese enterprises;the second is to reform the WTO operating system and mechanism;and the third is to speed up the formulation of new rules for the fast-growing new patterns of international trade such as digital economy and trade in services. China should fully understand the urgency and importance of the WTO reform, actively participate in the reform, adhere to the purpose and basic spirit of the WTO, give priority to solving the key problems endangering the survival of the WTO, balance the demands of all parties, and promote the WTO reform through various channels and platforms.
