行政问责制推行的实践困境与完善途径

行政问责制为提升政府行政效能和制约监督政府权力提供了有效的制度保障。着重分析了行政问责制推进过程中的实践困境：责任的界定不明晰、问责的范围太狭窄、问责的主体单一化和问责的程序不完善。在此基础上，有针对性地提出完善行政问责制的一些建议和对策。

The Practical Problems and Improvable Approaches for Promoting Administration Accountable System

The administration-accountable system provides an effective safeguard mechanism for upgrading the administrative efficiency of government as well as restricting and supervising the power of government. This study pays more attention to the analysis of the practical problems in the course of the administration-accountable system, including indefinite responsibility, narrowness of accountability, simplification of main body and imperfect procedure. On the basis of these problems, some suggestions on improvement of the administrative accountability system are put forward accordingly.
