| 摘 要： | 低碳发展已成为国际化大趋势,我国也高度重视低碳发展.加快转变发展方式,坚持走低碳发展之路,对于石油企业实现发展战略目标、全面推进科学发展进程具有十分重要的意义.但是,低碳经济对石油企业是一把"双刃剑",既会带来良好的发展机遇,也会带来冲击和挑战.建议中国石油企业的低碳发展战略应为:统筹规划,分步实施,立足实际,务实发展.与此同时,为了引导、支持和鼓励石油企业加快转变发展方式,努力实现发展方向低碳化,国家需要制定和完善配套财税保障政策.
