| 摘 要： | 新型农村合作医疗是政府为农民提供基本医疗保障服务和实施公共卫生职能的主要制度安排。新型农村合作医疗自试点以来已取得了一定的成效,但也日益暴露出诸多问题,政府责任缺失是其最为重要的原因。因此,政府应采取有效的治理措施,推进新型农村合作医疗可持续发展,努力实现全体农民病有所医。
