建设农村社会保障体系的思路

与我国经济发展中形成的城乡二元结构相对应,我国的社会保障体系也具有明显的城乡二元结构特征,即城市居民享有较高的社会保障水平,而农民则基本上被排斥在正式的社会保障体系之外。建立符合各地区经济发展水平、又能满足农民基本需要的社会保障体系应加强农村养老保险、医疗保险建设;最低生活保障建设,完善农民工社会保障,发展慈善事业推动农村社会保障工作。

Responding to the dual structure between city and countryside that our country forms in the economic growth, our social security system also has the obvious dual structure characteristics. That is the urban resident enjoys more social security standard than the peasant.At the same time the peasant is discriminated against mainly outside the formal social security system. At present, the peasants are able to enjoy the aged insurance, medical treatment and other rural social security. To face the wide gap between different areas at economic development level, how to build the social security system according the economic development level and to satisfy the fundamental nees of peasant are the main body of this article.
