我国现行经济政策思路的调整建议

我国经济要继续保持15年的高速增长,已往的经济政策思路必颁作适当的调整。调整的重点在五个方面:之持社会主义新农村建设,公共财政应覆盖农村:扩大内需的重点应从刺激投资转向刺激消费为主;西部大开发应在加大财政转移支付的同时进一步拓宽融资渠道;国企改革继续完善治理结构,必须改组股东会;政府改革应先易后难,以职能归位为突破口。

Suggestions for Adjustment of China's Present Economic Policies

In order to maintain 15-year high speed increase,the old economic policy ideas must undergo some adjustments. There are five emphases of the adjustment,the first one,for the purpose of supporting the construction of a new socialist countryside,public finance should cover rural areas;the second one is that the keystone of increasing domestic demand should change from investment stimulation to consumption stimulation;the third one is for the western development,on one hand we should increase transfer payment while on the other hand we should further expand financing channels;the next one is the reform of SOEs,it should continue to improve the corporation governance and reorganize the structure of shareholders;The last one is concerning about the government reform,it should follow the principle of from easy to difficult and take government function transforming as a gateway.
