| 摘 要： | 当前,胡锦涛总书记关于打造山东半岛蓝色经济区的战略部署,已引起了各界强烈关注,也成为摆在山东省面前的重大机遇与战略任务。烟台市是山东省重要的沿海城市,也是建设蓝色经济区的重点地区。100多年来烟台市的兴旺和衰落都与港口的变化发展密不可分。文章从近代以来烟台港口腹地变迁引起的城市兴衰入手,分析当前烟台市"以港兴市"发展中面临的障碍,并进一步提出烟台"以港兴市"发展战略措施。
