农村劳动力本地非农就业的信贷缺失研究

劳动力市场分割及金融危机的发生限制了农村劳动力异地转移就业的顺利实现,而随着乡镇企业资本替代劳动比率的持续下降、农民工返乡创办的企业大量出现并逐渐成为乡镇企业的重要组成部分,本地非农就业将成为农村劳动力新的选择。在分析乡镇企业信贷资本与农村劳动力非农就业间的相关性、企业创建及运营过程中的信贷缺失的基础上,提出应通过调整信贷结构、对农民工进行相关培训来解决融资难问题,促进资本与农村劳动力的有效结合,进而实现农村劳动力本地非农就业。

Study on the Credit Predicament of Rural Labor's Non-farm Indigenous Employment

Many factors, such as the labor market segmentation and financial crises, restrict the transfer of rural labor. With the rate that labor replaced by capital decline continuously in town and village enterprise, more and more enterprises founded by home-going peasant workers, non-farm indigenous employment will become the new choice for the rural labor. This article analyzes the relationship between credit capital and non-farm employment of rural labor, the lack of credit among the process of enterprise creation and operation. By adjusting the credit structure, providing training for home-going peasant workers, the problem of financing difficulty can be solved, and the goal of non-farm employment of the rural labor force can be reached.
