我国城镇化体制机制问题及若干政策建议

走中国特色城镇化道路,是我国新时期全面建设小康社会,从根本上解决"三农"问题的需要。现阶段我国城镇化进程中存在体制机制方面的问题,制约了城镇化的健康发展。在统筹城乡发展的背景下,提出以下促进城镇化健康发展八方面的政策建议:以科学发展观为指导,明确城镇化的方向和思路;完善土地制度,促进用地节约;推进户籍制度改革;完善公共服务体制;推进财税体制改革;完善城市治理和管理模式;科学引导,发挥规划的调控作用;建立促进城镇化健康发展的协调机制。

Mechanism and System Problems in Chinese Urbanization and Some Policy Suggestions

It is the requirement of solving the problems of agriculture,rural areas and farmers,coordinating develop- ment of both urban and rural areas,constructing a well-off society to realize urbanization with Chinese characteris- tics.Problems in mechanism and system have restricted the healthy development of urbanization,Base on the con- text of the coordinating development of both urban and rural areas,to promote the healthy development of urbaniza- tion,the following eight suggestions have been put forward:under the guideline of scientific developing views,we have to definite urbanization's direction and route,perfect land system and promote land utilization frugally,boost the reform of household register system,accelarate the reform of fiscal and taxation,pefect city goverance and man- aging model,scientificly induct and to make program play function,put up coordinating mechanism.
