| 摘 要： | 刘家义审计长提出审计机关要培养查核账务的能手、分析研究的高手、计算机应用的强手和精通管理的行家里手(以下简称四手)的要求。加强审计队伍四手建设是特派办全面贯彻和落实科学发展观的客观要求。本文分析了现阶段特派办审计队伍建设存在的问题,结合审计发展实际解释了审计队伍四手建设的科学内涵,并从组织领导、培养机制、人事制度改革和教育培训等四个方面探讨了特派办加强审计队伍四手建设的实现途径。
