| Abstract: | Kos theorem puts an emphasis on the great significance of determination of property and free transaction for the realization of optimizing the distribution of resources. The paper goes on to say that there is practical significance in determination and transaction of water rights by using Koss theorem in water study, and offers some specific methods for resolving these problems. |
