The development of B2B e-commerce market in Heilongjiang Province has achieved certain scale. Technology in B2B electronic trading platform has unique characteristics. However, we still can not ignore the factors restricting its development. There are still some small and medium-sized enterprises which have low awareness to the electronic commerce, and lack professionals, information, credit as well as security. Therefore, this paper puts forward the idea of setting up electronic commerce on the existing problems, training of electronic commerce talents, speeding up the establishment of credit, safety certification, GB, online payment, and strengthening the policy of macroscopic planning and guidance and other measures in order to promote the rapid economic and social development of Heilongjiang province.
