建设西部体育用品制造基地的战略研究

制造基地是助推工业经济的增长级.要推进陕西体育产业转型升级、加快发展陕西体育用品制造业,西部体育用品制造基地建设亟不可待.通过纵览基地建设的历史背景、探讨基地发展机遇、梳理基地建设的政策依据,科学设定基地建设目标及总体思路,设计适合陕西省情的基地管理体制和运作模式,确立基地的功能定位和功能区划分,重点分析西安核心园区及特色产业园区的定位和建设内容,最后有针对性地提出两阶段的基地建设措施.预计到2021年,全面建成立足陕西、带动西部、辐射全国、影响深远的国家级新型西部体育用品制造基地,成为推动陕西经济发展的重要力量.

On Constructing Western Sports Goods Manufacturing Base

Manufacturing base is favorable to boosting industrial economy. To propel transformation and promotion of sports industry in Shaanxi, constructing western sports goods manufacturing base is of vital necessity. After scanning historical background of base construction, discussing development opportunities and combing base construction policy basis, this paper points out that construction goal and overall thinking should be set scientifically, base management system and operation pattern should be designed according to province- circumstance, and base function orientation and functional area division should be established, and along with selective analysis of orientation and construction content of Xi＇an central park and characteristic industrial park, two implementation phases should be given specifically. National new-type western sports goods manufacturing base would stand erectly by 2021, keeping a foothold in Shaanxi, driving development of Western China, radiating its profound influence across the whole country and becoming an important force to promote economic development in Shaanxi province.
