南非标准化的改革与发展

近年来，南非政府越来越重视标准化工作，并通过《南非共和国标准法》和《强制性规范的国家规制机关法》两部法律来推动南非标准化工作的改革，使其标准化工作朝着既符合市场化原则，又符合世界贸易组织（WTO）规则的方向发展。本文重点对《南非标准法》、《强制性规范的国家规制机关法》两部法律进行了深入的分析和解读，并对南非国家标准及其他出版物以及南非的强制性规范与技术法规进行介绍，总结和分析了南非标准化的特点。

Reform and Development of Standardization in South African

In recent years, the South African government pays more attention to its standardization work, and promotes the reform of the standardization work in South Africa through RSA Act of Standards Act and RSA Law for Organs under National Mandatory Regulation, which make the standardization work develop in accordance with market-oriented principle and is complied with WTO rules. This paper emphasizes on the analysis and interpretation of the two laws, and introduces national standards of South Africa and the publication as well as other mandatory documents, and summarizes and analyzes the features of the standardization in South Africa.
