本文分析了济南都市圈循环经济发展的优势、劣势、机遇和挑战,并提出了济南都市圈循环经济发展的7个战略原则即经济效益、生态效益、社会效益统筹兼顾原则、知识经济与循环经济融合原则、政府推动、市场驱动、社会公众参与相结合原则、渐进式发展与跨越式发展相结合原则、系统性原则、动态性原则和因地制宜原则。

A Study on the Strength, Weakness, Opportunity and Threat and the Strategical Principles of Circular Economy in the Metropolitan Region

The paper analyses the strength, weakness, opportunity and threat of the development of circular economy in the Jinan Metropolitan region and proposes seven strategical principles that should be observed by the development of circular economy in the Jinan Metropolitan region.The seven strategical principles are principle of taking economic benefit, ecological benefit and social benefit into account, principle of fusion of knowledge economy and circular economy, principle of governmental promoting and market driving combining with public participate , principle of step-by-step development combining with leap-forward development, principle of systematization, dynamic principle and principle of consideration of local conditions.
