| 摘 要： | 高新技术产业的竞争已成为当今世界国际竞争的焦点,如何规范高新技术产业,确保其健康有序地运行,成为亟待解决的问题。本文从论述政府规制的经济学理由即市场失灵入手,进一步指出了高新技术产业领域存在市场失灵现象,论证了对高新技术产业进行规制的必要性,并针对高新技术产业存在的垄断、信息偏在、风险性和外部性问题,提出了相关的规制措施。

| Abstract: | The competitions of high-tech industry have become the center of international competition. The problem of regulating high-tech industry to make sure it operate regularly must be solved as fast as possible. The paper begins with the economics reason that is market failure of government's regulation, and fingers out that there is market failure in high-tech industry, then analyzes the necessity of regulating high-tech industry. Furthermore, it puts forward some relative regulations based on the monopoly, asymmetric information, risk and externality within high-tech industry. |
