公共政策、要素积累与经济增长——港台的经验

我们认为公共政策是通过影响经济增长的源泉来促进经济增长的。本文通过比较研究香港和台湾在其快速增长的年代里的政策实践，来分析不同的公共政策对于物质资本、人力资本和劳动这三种投入要素积累的作用，并试图得到一些经验性的结论。

Public Policies, Factors Accumulation and Economic Growth:the Experience of Hong Kong and Taiwan

We argue that policies influence growth through the source of growth, which are the growth of TFP and the accumulation of factors, such as physical and human capital, labor. This paper focuses on the policies which influence factors accumulation. Especially, we will analyze policies' effects on the accumulation of physical and human capital and labor from learning the experiences of Hong Kong and Taiwan in there rapid growth years. And we try to get some empirical conclusions.
