中央与地方共建高校专项资金项目编制研究

中央与地方共建高校共建专项资金自2001年设立以来，为这些高校的快速发展提供了强大的支持，随着财政收入的增长，共建专项资金也从最初的每年投入几个亿到目前的几十亿，支持力度逐步加大，能否得到资金支持，最关键的是规划和立项书编制质量的高低和现场评估答辩是否成功，本文围绕相关问题展开论述。

A Research on the Compiling of the Special University Project Funded by Both Central and Local Governments

Since it was established in 2001, the system of co-constructed university funds provided by central and local governments has given powerful support to the rapid development of universities. With the growth of financial revenue, the amount of such funds has increased from several hundred million each year in the beginning to several billions at present, which shows the gradual growth of the supporting degree. Whether one can get the support of these funds mostly depends on the quality of the planning book about the project and the defense on the program evaluation. Some relevant issues will be dealt with in this paper.
