| 摘 要： | 文章从人权和政府权力的关系出发，认为政府权力是人权的特殊形式，人权的价值决定着政府权力的价值。认为我国建立服务政府应以保障和发展人权为价值取向，以人权的内容为服务内容，以法治为保障，尤其是建立政府“双向”的责任制度，是建立服务政府的重要一环。

| Abstract: | This article is mainly discussed from the relationship between human right and the power of the government states that the power of the government is the special from for human right, and the value of the human rights will determine the value of government's power. It also reviews that our country's service government should preserve and develop the value of the human right , keep up the confents of the human right, and make it safe by law sytem, the most important buiding up service government is to found responsibility tow-way system of job responsibility. |
