再析国企在竞争领域进退的几个问题

目前,地方国有企业改制面与退出竞争领域的比例已超过80%￣90%,国有企业存量结构实现了重大调整。在淘汰劣企的同时,应重视和发挥优势国企在本行业中“关键少数”的引导和调控作用,国企内部改制工作一方面要注重产权关系的调整,另一方面应进一步提高国企的授权经营能力和创效能力,而对地方国有企业的进退,则应以其在本行业中能否健康发展为尺度适度发展。
