支持抵押与保险业务的林权管理系统的设计

为了更好地适应林权抵押、森林保险、"一张图"大数据管理、林地资源信息发布等新业务需求,应用Arc GIS组件开发了新的林权管理系统。业务受理部分设计为C/S架构,对带宽要求低,偏远山区的林业站运行较为流畅。资源发布部分设置为B/S架构,能够支持银行、保险公司、投资人通过互联网查询林地资源信息。系统在将乐县试运行,获得了较好的效果,这说明:在林改后期,林地管理思想正从"以证管地"向"以资源管地"转变,通过资源融资及优化重组等方式,能够把林改成果转化为经济产出。

Design of a Forest Ownership Management System Supporting Mortgage and Insurance

In order to cater for the latest needs of forest production,such as forest ownership mortgage,forest insurance,big data management and publishing of forest resource information. A new forest ownership management system is developed using Arc GIS components. The business processing module is designed with the C / S architecture,which has a relatively low requirement on bandwidth and can operate smoothly in forestry stations located at remote areas. The resource publishing module is designed with the B / S architecture,which can support banks,insurance companies and investors to inquire about the forest resource information via internet. A pilot operation has been conducted in Jiangle County and achieved good outcomes. This result shows that,at the later stage of forest reform,the forest management mentality has gradually turned from"managing forest with certificates"to"managing forest with resources". The forest reform achievements can be converted into economic output via resource financing,resource optimization and other approaches.
