提升我国农业科技原始创新能力的思路与对策

我国农业发展已进入由生产主导型传统农业向技术主导型现代农业转变的新阶段,对农业科技支撑提出了更加紧迫的要求。科技资源配置不合理、科研项目实施周期过短、成果评价机制不完善等不利因素制约了我国农业科技原始创新能力的提升。本文从明确农业科技原始创新的基础地位、优化配置科技资源、强化农业科学研究、加快完善科学评价体系、增强科技战略储备等五个方面提出了相应的战略性对策建议。

Countermeasures on the Promotion of China’s Agricultural Science and Technology Original Innovation Capability

As China’s agricultural development is in the transition from the traditional agriculture to the modern agriculture,it sets higher demands for China’s agricultural science and technology original innovation capability.The allocation of resources of science and technology is unreasonable,the scientific research project implementation period is too short,achievement evaluation mechanism is not perfect,etc.,have limited our ability to promote agricultural science and technology original innovation ability.This paper puts forward the corresponding strategic proposals from five different aspects.
