黑龙江省国有林区低碳经济发展现状评价及发展对策研究

首先结合黑龙江国有林区的具体情况,设计出一套评价低碳经济发展水平的评价指标体系;并根据收集整理的实际统计数据,应用因子分析法和层次分析法相结合的方法,确定各子系统的权重;然后对黑龙江省国有林区低碳经济复合系统的发展水平进行综合评价,结果表明黑龙江国有林区低碳经济水平整体具有上升趋势,但仍存在一些问题;最后,提出调整产业结构、增强森林的碳汇功能、加强低碳经济宣传力度等促进低碳经济发展的建议。

Research on Present Development Situation and Countermeasures about Low-Carbon Economy of State-Owned Forest in Heilongjiang Province

Based on the specific features of state-owned forest in Heilongjiang province,designs a evaluation index system of low-carbon economic development level.Then factor analysis and AHP is applied to determine the weight of each subsystem and then according to the result of the general evaluating analyzes the existing problems and give further countermeasures about the development of low-carbon economy of state-owned forest in Heilongjiang.Such as adjust the industrial and energy structure,enhance the forest ’s carbon sink function and strengthen the propaganda of low-carbon economy.
