| 摘 要： | 通过对影响考核断面一——江苏省高邮市北澄子河三垛西大桥断面达标因素的分析,提出2012年底实现断面达标必须从落实环保目标责任制、提高水质监管能力、加强污水处理工程管理和加强应急体系建设4个方面来加强保障工作,构建高邮市北澄子河水质达标保障措施模型。
