转型时期社会文化与行政法治建设的关系

社会文化与行政法治建设相互作用,相互影响。社会文化影响着行政法律制度的价值和作用的发挥。行政法律制度的运行也改变着社会文化,生成新的社会文化。转型时期的中国存在着行政法治建设与社会文化不相适应的现象。社会文化与行政法治建设的对接可以通过两条途径实现：一是梳理传统文化,将传统文化融入行政法治建设之中;二是培育与现代行政法治相适应的文化精神。

The Relationship Between the Social Culture and Administrative Legal Construction in the Transition Period

Social culture and administrative legal construction interact and influence each other.Social culture influenced the value of the administrative legal system and its development of role.The operation of the administrative legal system would change the social culture and produce a new social culture.In the transition period,there existed phenomenon of the administrative legal construction not adapting with the social culture.There are two ways that the social culture adapted with the administrative legal construction： first,to comb the traditional culture and combine it into the administrative legal construction;second,to culture the cultural spirit adapted with the modern administrative law.
