贫困文化环境下农村社会保障建设研究

目前，我国社会保障制度建设依然以城乡二元体制为路径选择，城乡贫富差距加大，社会结构失衡，给社会的稳定与发展带来了不安定因素，回归社会的公平与正义，共享经济发展成果成为时代的强烈声音。党的十六届六中全会提出，到2020年“基本建立覆盖城乡居民的社会保障体系”。我国农村由于处在经济贫困与贫困文化两大因素的困扰下，使我国农村社会保障体系建设步履维艰，而其中农村的贫困文化更是起着根源性的作用，如何破解农村的贫困文化对农村的社会保障发展的制约作用，将是本文所要思考的问题。

At present, the construction of social security systcm in our country is still bascd on the path selection of urban and rural system, which leads to the larger gap between rural and urban areas, and unbalanced social structure, brings unsteady factors to social steady and development. Returning to social justice and fairness and sharing the fruits of economic development have become the strong voice of the era. In the Sixth Plenum of the 16th CPC Central Committee, the party proposed that ＂constructing a basic social security system for both urban and rural residents＂. The construction of social security system in the rural areas is difficult due to economic poverty and poverty in the culture, especially the poor culture. How to eliminate the impact of rural poverty on the development rural social security will be the problem that this paper seeking to resolve.
