| 摘 要： | 改革国有资产管理体制是一次体制改革,目标是建立“权利、义务和责任相统一,管资产和管人、管事相结合”的新体制。体制再造首先要完成国有资本向社会资本、国有企业向社会企业、“机构人”向社会人的还原,并要保持与公司治理结构的一致性。

| Abstract: | The reform of the state - owned assets management system is a kind of the system revolution. It aims to build up a new system of organization which are an integration of right, obligation and responsibility and a combination of the management of capital, employee and affair. To do the second time revolution, first of all, we must complete the transform from nationalized capital to social capital, the change from nationalized corporation to social corporation and the transform from "mechanism" to "socialist", besides, we must keep step with the corporate governance simultaneously. |
