| 摘 要： | 本文阐述了贯彻落实《中共中央、国务院关于深化教育改革全面推进素质教育的决定》精神,实行学历证书、职业 资格证书并重制度的意义。对上海商业职业技术学院立足"高职"教育,适应新形势,推进实施职业资格制度,充分发挥"国家职 业技能鉴定所"这块金牌的作用,为建设上海人才高地,增强上海城市综合竞争能力作贡献提出了工作思路和建议。

| Abstract: | This paper makes an analysis of the "double certificate" system in order to carry out the decision made by the Central Committee of the Communist Party and the State Council to deepen educational reforms. Shanghai Commercial Polytechnic should make good use of its National Professional Skills Accreditation Institutes to help train more skilled people. |
