| 摘 要： | 本文在对世界主要碳交易制度体系进行比较研究的基础上,探讨碳交易机制运行的条件,分析了中国建立碳交易体系的障碍和问题,指出坚持行政推动与市场机制相结合,从行政推动逐步过渡到市场推动,是发展我国低碳经济有效推动节能减排的可行路径。
