| 摘 要： | 亚洲金融危机以来，为保持国民经济持续、快速、健康发展，我国政府连续几年实施了积极财政政策，由于财政赤字日益膨胀和国债规模迅速扩大，人们忧心重重；由于扩大内需等原因，在最近几年内继续实施积极财政政策具有必要性和可能性；今后我国积极财政政策有效作用的条件是优化财政支出结构，使之适应并推动我国经济结构的调整。

| Abstract: | Since the Asian financial crisis,our Chinese government has been carrying out an active finance policy for years running,in order to keep the sustainable,rapid and hedlthy development of our nation's economy.It is necessary and possible to carry out such a policy owing to the people's worries caused by the daily inflation of financial deficits and the largely granting of national debt.The efficient conditions for our country to carry out the policy is to better the structure of finance outcome and make it to adopt and improve the adjuetment of our nation's economy structure. |
