| 摘 要： | 我国现阶段农地制度不明确,严重制约着"三农"问题的解决.必须从此着手,重新构建我国的农地制度,实行农地国有化、产权农户家庭化;农户真正成为市场经济的主体,国家加大对农业的投入,废除对农民的一切苛捐杂税,减免西部农民的农业税,财政转移支付全部用于农业.

| Abstract: | The unclearness of present agricultural estate system in our country heavily restrains the problem from being resolved on agriculture, rural areas and farmers. The agricultural estate system, therefore, must be restructured, that is, to put into effect the nationalization of agricultural estate and the farmer household property right, to do away with exorbitant taxes and levies on farmers, to reduce or exempt from agricultural tax on western farmers, and to put to a full use of the payment transfer on agriculture. |
