Is There Any Discrimination in the Process that ITC Ruling Antidumping Cases toward China

This paper explores which factors affect U.S. International Trade Commission’s (ITC) decision-making process of antidumping cases toward China. After running the empirical analysis on the ruling outcomes and various factors of U.S. antidumping cases toward China filed from 1980 to 2005, this paper draws conclusions as follows. The political power of petitioners is a vital factor affecting the ruling outcomes. The determinations of"whether the domestic industry is being injured"depend on whether the case is solely toward China. Other economic and political factors have not brought significant impacts on ruling outcomes.
